On the afternoon of 6 February 2026, in Quảng Trị Province, Ho Chi Minh City University of Law (ULAW) solemnly held the ceremony announcing the Decision of the Minister of Education and Training on the establishment of the Quảng Trị Campus of Ho Chi Minh City University of Law. The event not only marked a significant expansion of the University’s institutional network but also opened new opportunities for access to high-quality legal education across Central Vietnam and the East–West Economic Corridor.

Pursuant to Decision No. 217/QĐ-BGDĐT dated 2 February 2026 issued by the Ministry of Education and Training, the Quảng Trị Campus of Ho Chi Minh City University of Law was established on the basis of the Central College of Law, with its headquarters located at Residential Area No. 6, Đồng Thuận Ward, Quảng Trị Province. The establishment followed the full transfer of public assets, personnel, and learners from the Ministry of Justice to the Ministry of Education and Training, aiming to optimize resources and streamline governance structures. This milestone constitutes an important step in strengthening the scale and institutional standing of one of the leading legal education institutions in southern Vietnam.

In his congratulatory remarks, Minister of Justice Nguyễn Hải Ninh underscored the significance of the establishment as an important milestone in the restructuring and development of the national legal education system. The event, he noted, not only marked the transformation of a long-standing training institution but also ushered in a new phase of development contributing to the enhancement of legal human resources serving both Central Vietnam and the nation at large.

The Minister affirmed that the Central College of Law, the predecessor of the campus, had successfully fulfilled its assigned mission by training and providing professional legal education to thousands of students, civil servants, and judicial officers, thereby strengthening the capacity of legal personnel across localities. These achievements, he emphasized, were the result of the dedication of successive generations of leaders, lecturers, and staff, including the significant contributions of former Minister of Justice Hà Hùng Cường, former Secretary of the Quảng Bình Provincial Party Committee, and many officials who laid the institutional foundations for the college’s development.

Minister Nguyễn Hải Ninh further stated that the transformation of the Central College of Law into a campus of Ho Chi Minh City University of Law represents an appropriate policy step aligned with the national strategy of restructuring the higher-education network, enabling more efficient use of existing resources while enhancing the quality of university-level legal education. Throughout the transition process, the Ministry of Justice worked closely with the Ministry of Education and Training, local authorities, and relevant agencies to ensure the orderly transfer of organizational structures, personnel, and facilities, thereby safeguarding the continuity and stability of training activities.

The Minister expressed confidence that, building upon the academic tradition and reputation of Ho Chi Minh City University of Law and the longstanding foundation of the Central College of Law, the Quảng Trị Campus would soon stabilize its operations and effectively implement training programs, gradually establishing itself as a high-quality legal education institution within the region. He also called upon the University to continue providing support to faculty members, staff, and employees of the former institution to facilitate their adaptation to the new organizational framework and to enable them to continue contributing to the University’s overall development.

According to the Deputy Minister, Ho Chi Minh City University of Law, together with Hanoi Law University, constitutes one of the two nationally designated key institutions in legal education, playing a central role in training high-quality legal professionals, conducting legal research, and contributing to legislative development and policy consultation. Over the years, the University has steadily consolidated its position as a reputable national center for legal education and research through diversified academic programs from undergraduate to doctoral levels, expanding international cooperation networks, and producing numerous research outcomes applied to legislative and governance practices.

The establishment of the Quảng Trị Campus results from thorough preparation and close coordination between the University and central as well as local authorities. The campus is tasked with providing high-quality legal human-resource training, advancing legal research and policy studies supporting socio-economic development along the East–West Economic Corridor, and expanding access to nationally standardized academic programs for learners across the region.

Immediately upon operation, the campus will implement comprehensive admissions and training programs at undergraduate, postgraduate, continuing-education, and distance-learning levels, alongside short-term professional training courses serving public agencies, organizations, and enterprises. The University also commits to deploying senior academic staff—including professors, associate professors, and doctoral-level lecturers—to teach at the campus while continuing to invest in facilities, curricula, and educational technologies to ensure academic quality equivalent to that of the main campus.
